An epithany...of a sorts...
I was watching the movie "V" for Vendetta and there was a scene where female character sat on the couch and waited for the government to come and take her to a reeducation camp. It showed the stack busting on and she meekly went to the detention center where they deal with "undesirables". For some reason I had a correlation from that image from something I read about Stalinist Russia in the late 1930's during the purges, whole villages were literally wiped out as Stalin brought the terror to the people of Russia. I remember reading that in Leningrad in the government housing, there were special staircases that only the NKVD would use to ferret its latest victims to special courts where the filmiest evidence was acceptable to get a gulag or a bullet. The people would huddle in their apartments and hear the NKVD agents haul their neighbors away and hope the special door wouldn't open and they get picked up. I also saw pictures of people getting herded into cattle cars to go to a camp and meekly boarded the train even knowing that almost certain death awaited them on the other side and they still boarded the train. These people have been so cowed by the state that they would meekly do the bidding of the state even to their own detriment. Well back to the movie "V" for Vendetta I had this thought that if several of these stacks or groups of agents got surprised by several people that refused to go into their good night with out a fight, after several instances of dead agents, the survivors wouldn't be in such a hurry to snatch people. The act of fighting back would have stiffened the spine of their neighbors and it would have forced the government to modify their actions...especially when the rank and file agents have fear of losing their own life in carrying the edicts of the state.
